Damage Control used to be a part of SHIELD until the old SHIELD fell and we built it back up, but they don't like to share information with us anymore. After everything with the Avengers, between Stark selling the Tower off and the Compound being destroyed with the Thanos thing, a lot of things went missing. Some of the alien tech is Chitauri, energy weapons and some cuffs and whatever the aliens that Thanos brought with him were, left a few things behind too but I don't have a lot of details about those.
